I don't think you can simply based on how a dog behaves, but I do think you can based on how a person interacts with their dog.

Sometimes you can judge an owner by how the dog acts, however some people spoil their dogs and that will lead to bad behavior. If the dog is jumpy around people, especially with fast movement, and these are people it KNOWS, then there may be some sort of abuse happening.
Of coures, this is assuming you can read dog body language and the signals they send. It's much easier to just walk up to someone and talk to them!!

No, you can, but it will not be a firm judgement. My Dogs get wild, I am a mellow person, but I execise with my dogs.

No, some dogs could be very submissive and untrusting from previous owners. it is hard to make judgment calls without knowledge needed

definitely not imo. unfortunately that's why some dogs end up in shelters because of not being compatible with their owner.

I will say yes on this one, let me explain you can tell if a person spends:
a lot of time training ~ the dog listens with the slightest hand movement, word or direction of the owner
little time ~ The dog listens but may be hesitant causing the person to repeat them self once or several times
no time ~ the dog looks at the person like why are you talking to me and does not listen

Yes and no. Depending on the owner, his/her dog can act differently. For instance, a dog can be so energetic perhaps because of the owner's characteristics. However, dogs in general, want attention from their owners. That's their nature. Moreover, particular dog breeds possess different characteristics (mental and/or physical), thus it's not always possible to tell about the owner.

Only certain aspects. If the owner for instance has a huge massive 120lb "Pit Bull" aka bully, no actual pit. then you can guess the owner has a rather small penis and is trying to make up for it in other areas.
If the owner has a Chi who doesnt know how to use the four legs God gave them and ride around in a purse all day, you can assume the owner is a prissy idiot who doesnt understand human nature or that true "fashion" does not usually poop and pee.
