I would say start going to dog training, and learn how to do the got ya game. Also like one other person mentioned have a toy or ball to get the jack's attetion and throw that. However as soon as he gets rough go up to him get ahold of his collar and say got ya! Give him a treat when he looks at you. Give him a few moments to relax, and then tell him to go play. If he starts to act up again, do it again. If that doesn't work, place the lead on (make sure someone is watching your other dog) and take him outside of the play area for a min.. then return him to play.
